Constitution of the West Yorkshire Combined Authority

Our Constitution provides the framework within which we conduct our business. It describes how the Combined Authority operates, how decisions are made, who is responsible for making decisions and the procedures that are followed to ensure we are transparent, accountable and efficient.

The Constitution will be reviewed annually, and minor changes may be made during the year to ensure documents remain fit for purpose.

To help you find your way around the Constitution, we have separated it into sections. We will continue to work on making the Constitution and the information it contains more user friendly and accessible.

Corporate Governance Code and Framework

The Combined Authority has adopted a Corporate Governance Code and Framework which is consistent with the principles of the best practice guidance issued jointly by the Chartered Institute of Public Finance and Accountancy (CIPFA) and the Society of Local Authority Chief Executives (SOLACE) and is based on six core principles.

The Annual Governance Statement is prepared each year and submitted as part of the audited accounts.

The Assurance Framework for the West Yorkshire Combined Authority (Combined Authority) sets out the arrangements that the Combined Authority have in place to ensure that public money is managed effectively. It explains how the Combined Authority identify, appraise, and evaluate schemes to achieve value for money.

We are committed to providing high quality services for all members of the public, businesses and organisations. The Combined Authority is the accountable body for Metro.
