West Yorkshire Combined Authority is now responsible for a circa £2 billion programme of devolved government investment to boost jobs, growth and transport in the City Region. This includes the £1 billion LEP Growth Deal – the largest such settlement of any local enterprise partnership area in the country – and the £1 billion West Yorkshire-plus Transport Fund, as well as other local, national and European funding.
This investment – alongside a first-stage devolution deal agreed with government in March 2015, with the prospect of further devolution on the cards – marks the start of an important new phase for our organisation. It provides us with the tools to deliver growth and jobs at a scale unprecedented in 10 years of economic partnership working and to increase the difference we are making to the City Region economy.

The Brownfield Housing Fund is designed to create more homes by bringing more brownfield land into development.
To ensure long term economic resilience and success, West Yorkshire needs to plan for and manage future climate change impacts. Green Infrastructure can assist with this and help to attract and retain investment, skilled people and tourism.
The Enterprise Zones programme consists of 10 sites across West Yorkshire. With a contribution of £45million Growth Deal funding, the sites are able to be built on to provide high standard premises for expanding businesses or businesses new to the West Yorkshire.
We are providing further funding to protect homes and businesses from flooding, improve biodiversity and improve the quality of water in our rivers.
In September 2020, the West Yorkshire Combined Authority was allocated £52.6 million from the Governments Getting Building Fund investment programme to accelerate local, shovel-ready infrastructure projects to stimulate jobs and support economic recovery across the Leeds City Region.
The first funding package from central Government to Leeds City Region LEP in 2014 was £35 million from the Growing Places Fund. The LEP approved investment for 15 projects across the lifetime of the programme, which has now closed.
West Yorkshire Combined Authority will utilise a collective buying scheme to enable £5 million of leveraged private sector investment, providing residents across West Yorkshire with a reduction in the cost of Solar PV & Battery Storage installations, resulting in reduced carbon emissions, energy use and fuel bills.
As a result of funding through four Registered Providers and an additional £5m investment from the Combined Authority, West Yorkshire social housing tenants will benefit from reduced energy costs through solar PV & battery storage installations, alleviating the impact of fuel bills and reducing carbon emissions.
The Social Housing Decarbonisation Fund (SHDF) forms part of the 2019 Government Manifesto, committing £3.8bn over a 10-year period to improve the energy performance of social rented homes. SHDF aims to deliver warm, energy-efficient homes, reduce carbon emissions and fuel bills, tackle fuel poverty, and support green jobs.
Providing an accessible, attractive and cleaner alternative to car journeys is at the heart of the Leeds City Region Transforming Cities Fund (TCF) - a major new programme of transport infrastructure investment secured as part of the West Yorkshire devolution deal.

The City Region Sustainable Transport Settlement (CRSTS) is aimed at providing an integrated and inclusive transport network and was made possible thanks to the West Yorkshire Mayoral devolution deal. In 2023, the Combined Authority was awarded additional funding from the Government's Levelling Up fund which will further build on the CRSTS programme.
Leeds Public Transport Investment Programme (LPTIP) is a multi-year programme delivered in partnership with Leeds City Council and public travel providers that aims to dramatically improve public transport and active travel across the Leeds.
The different authorities in the West Yorkshire are working together to ensure that West Yorkshire’s transport system connects people and places in ways that support the economy, the environment and quality of life.
