Enterprise zones
The Enterprise Zones programme consists of 10 sites across West Yorkshire. With a contribution of £45million Growth Deal funding, the sites are able to be built on to provide high standard premises for expanding businesses or businesses new to the West Yorkshire.
Programme overview
Phase 1 covers an area of 142 hectares. The Aire Valley Leeds enterprise zone benefits from superb transport links being located at Junction 45 of the M1 and benefits from close proximity to Leeds city centre, the main driver of the regional economy, with fast, frequent and high quality bus connections.
Phase 2 of the programme comprises of multiple sites: Gain Lane (Bradford), Parry Lane (Bradford), Staithgate Lane (Bradford), Clifton Business Park (Calderdale), Lindley Moor East (Kirklees), Lindley Moor West (Kirklees), Moor Park Mirfield (Kirklees), South Kirkby Business Park (Wakefield) and Langthwaite Business Park (Wakefield). The second phase aims to promote advanced manufacturing growth, building on the regions strong manufacturing heritage.
The key focus and Vision for the Enterprise Zones as set out in our Strategic Economic Plan is ‘‘the acceleration of development and delivery of high quality employment floorspace in the advanced and innovative manufacturing and complementary sectors’.
Enterprise Zone status was initially awarded to four sites, just minutes from Leeds city centre and the national motorway network. They are strategically located along the East Leeds Link Road; a £32 million dual carriageway linking Leeds city centre to junction 45 of the M1 motorway. This is phase 1 of the Leeds City Region Enterprise Zones.
A phase 2 has now been established comprising nine sites across Bradford, Calderdale, Kirklees and Wakefield, located along the strategic M62 corridor.
Companies locating within the Enterprise Zone will benefit from a wide range of incentives, including (depending on which Enterprise Zone site):
- Reduced business rates (worth up to £275,000 over a five-year period), or
- Enhanced capital allowance tax relief of qualifying plant and machinery

Clifton Business Park is a 25.5 ha site with planning permission to deliver 52,954 sq m of B1/B2/B8 floor space.

Clifton Business Park is a large greenfield site allocated for employment use within Calderdale Council's development plan. The site has connections to the Strategic Road Network and lies on the A644 Wakefield Road within 0.25 miles of Junction 25 of the M62 motorway. This gives the site an excellent strategic position, as it is centrally located on the East/West M62 motorway link across the country and able to utilise either of the North/South M1 and M6 motorway links.

Gain Lane is a 77.82 ha site with planning to deliver 29,404 sq m of B1/B2/B8 floor space, construction commenced on site in October 2019.

Located close to Morrison’s HQ, Gain Lane is a major employment site to the east of Bradford on the Leeds/Bradford administrative boundary. The site is within 1.5km of Pudsey railway station which provides links to Leeds and Bradford; approximately 4km from the M606 motorway which provides direct access to the M62 providing east / west connectivity; and within 11km of Leeds Bradford International Airport. Development to open up access to the has now started from October 2019 with an initial 6,689 sqm of floor space to be constructed in 2020.

Langthwaite Business Park Extension is an 9.45 hectare site which is planned to deliver 27,000 square metres of B1/B2/B8 floor space. It has an indicative unit size range of 900-7,500 square metres.

This is a large site within an established employment location and within a Business Improvement District which West Yorkshire Police has described as the safest business park in West Yorkshire.
This project aims to create up to 27,000 square metres (290,625 square feet) of commercial floorspace on a 9.45 hectare site adjacent to the Langthwaite Business Park in South Kirby, Pontefract. The development will be known as the Langthwaite Enterprise Zone (LEZ).
The LEZ project is split into two phases.
Phase one includes building an access road up to an adoptable standard to link the site to the existing road network. It also includes preparing the site for development by remediating the land and creating development platforms upon which business and industrial units will be built.
Construction for phase one is currently underway and is set to be completed by June 2025.
Phase two involves bringing forward the new commercial floorspace for tenancy by businesses.
Through the Langthwaite Enterprise Zone, we aim to bring high quality, long-term employment opportunities to the South Elmsall and South Kirby ward of Wakefield. This is a priority area because many of the communities surrounding the Langthwaite site are within the 20% most deprived areas in England. One small community east of the site is within the most deprived 3% in the country. The LEZ scheme also seeks to contribute to tackling the climate emergency by considering risk factors to the natural environment – such as flooding and disturbance to the local biodiversity – and building mitigation of these risks into the construction programme.
This project was approved to enter the delivery stage at the Combined Authority Committee meeting held on 27 July 2023 with a total budget of £12,678,000.

Parry Lane is a 4.1 ha site planned to deliver 11,965 sq m of B1/B2/B8 floor space.
Site benefits
Parry Lane offers the opportunity for the redevelopment of a brownfield site located in an established business area of Bradford. The site has good access to the main arterial routes leading to the M606 and M62 providing east / west connectivity. The site will be fully remediated by Summer 2022 .
Remediated mine-workings and extensive earthworks have created 3 developable platforms connected to the local highway by a new access road. The progress made in redeveloping this site, including over £100k investment in local Biodiversity, can be viewed in the video below.

Project overview
South Kirkby Business Park is already in development with five units already completed. Further land is available for construction of B1/B2/B8 floor space. A further phase of development is due to start on plot 3 in March 2020 to deliver 4 commercial units ranging from 10,000 sq ft to 20,000 sq ft. The first three of these units will be available for occupation in March 2021.

The site is located adjacent to the new A628 Hemsworth Bypass which links the A1 and West and North Yorkshire with the main industrial conurbations of South Yorkshire.
