Housing and Regeneration
There are exciting schemes and projects across the Leeds City Region as a result of funding secured through the Leeds City Region Growth Deal, agreed between the government and the Leeds City Region Enterprise Partnership (LEP) in July 2014.
Programme overview
These projects are expected to create thousands of permanent jobs as well as temporary construction opportunities. They will also unlock more than £100m of private investment, provide new local housing, and bring currently derelict sites back into use.
Overall, Growth Deal spending for housing and regeneration is set to create around 3,500 construction and permanent jobs, 1,400 new homes and 40,000 sq m of new commercial office space – the equivalent of seven Wembley football pitches.

- Barnsley Town Centre

Project overview
Leeds City Region Growth Deal investment is helping regenerate Barnsley town centre, in partnership with Barnsley Town Council.
Once works are complete, our investment will have supported:
- A new, landscaped public town square looking into the refurbished indoor market
- 651 jobs will be created
- A retail and leisure development including cinema and bowling
- A revamped centre and market hall that will also include a new food hall and market kitchen
- An extension to Lambra Road to create an all-new shopping boulevard
- A state-of-the-art community space and central library
- Easy-access, open-air car parking

Project overview
Our Leeds City Region Growth Deal investment into South Bank Leeds is helping to accelerate the building of new homes in one of Leeds’ key transformation sites.
The Combined Authority has invested £575,000 of Growth Deal funding to support the creation of 160 new homes within South Bank Leeds and create almost 250 construction jobs.
The regeneration of South Bank Leeds is one of the largest city centre regeneration initiatives in Europe. It will eventually see the city centre double in size, creating 35,000 jobs and 8,000 homes while also making it HS2 ready.

- Bradford Odeon

Project overview
We’re helping to bring Bradford Odeon back into the big time.
Bradford Live have been selected by Bradford Council to redevelop the former cinema into a 4,000-seat capacity live event venue.
£357,500 of Growth Deal investment will support the redevelopment works along with £4 million through the Government’s Northern Cultural Regeneration Fund.

- Dewsbury Riverside

Project overview
The Dewsbury Riverside proposal looks to address the local, regional and national shortage of housing, whilst also contributing to the regeneration of the wider area, as a key element of the North Kirklees Growth Zone. We are funding infrastructure and access works to unlock the housing site.
The site is a Homes England Infrastructure Fund site.
Dewsbury Riverside is an urban extension of 4,000 homes, master-planned alongside new infrastructure and a community hub.
Dewsbury Riverside can accommodate 4,000 new homes. The initial phases of Dewsbury Riverside and the community hub can be delivered on unrestricted land and allocations which, with the benefit of LGF investment, will de-risk the wider development.

- East Leeds Housing Growth Brownfield Sites

Project overview
More than 400 homes are being created thanks to our Leeds City Region Growth Deal investment into the East Leeds Housing Growth programme.
Our funding, invested in partnership with the LEP, will enable a new access road to unlock and accelerate housing construction in key housing sites in Seacroft and Halton Moor. 212 homes have been built with a further 308 homes to follow.

- East Leeds Housing Growth Red Hall

Project overview
Our Leeds City Region Growth Deal investment is helping to fund critical preparation works on land in east Leeds that will eventually be used for up to 400 new homes.
This project began with the relocation of an existing Leeds City Council plant nursery, to purpose built facilities funded at Whinmoor Grange, which safeguarded 100 jobs. At Red Hall the demolition of redundant buildings and remediation of the site, has concluded. The site is currently being marketed to prospective developers.
A preferred developer and reserve developer have been selected and approved. The plans for the delivery of the new homes will be confirmed once the contract with the developer has been signed. When work begins on site, 100 homes are expected by circa 2025 with the remainder being built up to 2029. The site is a total of 12.4 hectares of land which will be developed adjacent to the new East Leeds Orbital Ring Road.

- Halifax Beech Hill

Project overview
Beech Hill lies on the Western edge of Halifax Town Centre. The regeneration of the site is a joint venture partnership with Calderdale Metropolitan Borough Council and Together Housing Group (THG) who owned the three demolished tower blocks that used to occupy the site, which includes the Council's old Stannary Depot. This has now concluded the Phase 1a project. The cleared site is now being progressed for the delivery of new housing.
Homes England are match funders through the Estates Regeneration Fund.
The Phase 1b project to deliver this housing is currently being defined and will include the construction of up to 114 homes, the vast majority of which will be affordable or social rented homes.

- Halifax Town Centre Northgate House

Project overview
This project is to refurbish the vacant former Calderdale Council offices at Northgate House which occupies a prominent position within Halifax town centre.
The project is a rare and innovative opportunity to provide a large area of high quality office floor space in a sustainable town centre location. There may be a small element of retail provision on the ground floor of the building. In addition there will be improvements to the public realm alongside the provision of a new 6th form college for 600+ students as part of a wider, comprehensive whole site solution.
This scheme has the following objectives:
- A minimum of 1,900 square metres of office floor space and space for up to 500 jobs
- Provision of some retail space
- Improved public realm and place making benefits in Halifax town centre

- Kirklees Housing Sites

Project overview
We’re helping to get land ready for more than 478 new homes in Ashbrow, near Huddersfield, and Soothill, in Batley, with Leeds City Region Growth Deal investment.
Our £1 million of funding, will fund off-site highway works at both locations. Once house building works are complete, 610 new homes will be available.
In addition, our funding will support also support the creation of 540 construction jobs.

- One City Park Bradford

We invested Leeds City Region Growth Deal funding to support the demolition of a former police station in Bradford City Centre, ready for 8,500 square metres of high quality commercial space and 450 new jobs.
Thanks to our investment, the site, located off Centenary Square and named One City Park, is now cleared.
It is hoped new development on the site will be a catalyst to bring forward private sector investment, attract corporate firms to the location and enhance the overall image of Bradford.

- New Bolton Woods

Project overview
171 new homes will be built on under-utilised land within the £150 million New Bolton Woods urban village development, near Bradford, following Leeds City Region Growth Deal investment.
£3.96 million in funding will overcome flooding and drainage issues as well as tackling difficulties caused by steep slopes. Without such investment the land would have been too difficult and expensive to develop.
The final 30 hectare development will see almost 1,000 extra homes for Bradford around a new village centre with a food store and shops, primary school, nursery and health facilities, among other amenities.

- Wakefield Civic Quarter

Project overview
Leeds City Region Growth Deal investment part-funded the demolition of the old Rishworth Street multi-story car park in Wakefield’s Civic Quarter as part of a major regeneration project for the area.
The car park, which you can watch being demolished in a controlled explosion, was built in 1971 and has now been replaced by a temporary car park.
The works are supporting the council’s Master Plan that aims to regenerate the area while maintaining its architectural and historical character.
Other work undertaken as part of this plan includes the regeneration of Wakefield College. In addition, the County Hall annexe has also been demolished leading the way for Jubilee Gardens to be created and the Castrop-Rauxel Square has been redesigned and pedestrianised. Coronation Gardens and the War Memorial have also been regenerated.

- York Central

Our Leeds City Region Growth Deal is helping to fund the 72-hectare York Central development programme. The site is a Homes England Housing Infrastructure site.
We have committed investment to develop the project and undertake the necessary site surveys and technical works as well as more than £2 million for delivery of the expected £100 million redevelopment.
The York Central scheme is a key project to support the continuing economic growth of the city. Once complete, the site is expected to deliver up to 2,500 new homes, 120,000 square metres of Grade A office space to house more than 7,000 jobs and an uplift in the city’s Gross Added Value of more than £1.1 billion.
The delivery of initial phases of infrastructure works will be implemented by York Council. The Executive Committee have confirmed the budget to deliver Infrastructure Package and authority for officers to procure the works.

- York Guildhall

Project overview
We’re part-funding a £9.6 million project to renovate York Guildhall into a new riverside digital media arts centre.
Designed to attract up to 250 creative start-ups over the next five years, the new hub will re-energise the Grade 1-listed building while also supporting the creation of hundreds of new jobs in the city centre. It will offer up to 1,350 square metres of flexible office space built specially for the creative and digital media sector, significant exhibition and conference facilities and a new restaurant that will be open to the public. The original historic Council chamber will be retained and used by Councillors.
Total project cost is £20.2 million, £2.3 of which is from the Local Growth Fund. Work has begun on site and floating cranes have been installed on the river to enable the refurbishment. The project is due to complete in 2021 and is running to programme.
