Summary: The Mayor (in her role as Police and Crime Commissioner in West Yorkshire) will continue to provide Legally Qualified Chairs (LQCs), Legally Qualified Persons (LQPs) and Independent Panel Members (IPMs)  appointed to hearings by the West Yorkshire Combined Authority with indemnity for all appointments to individual hearings made on or before 31 March 2026

Summary: Approval to allocate funding from the West Yorkshire Violence Reduction Partnership to Jones Consulting for the delivery of the Community Leaders Programme Cohort 3 and the Community Leaders West Yorkshire (CLWY) network.

Summary: To develop a suite of e-learning courses to educate and increase awareness on key topics identified by the West Yorkshire Violence Reduction Partnership. This includes the purchase of a ‘Joint Enterprise’ module with amendments and the creation of 5 additional 30-minute modules.

Wednesday 19 February 2025 to consider applications to the Mayor’s Safer

Title: Victims Grant Funding for 2025/26

Summary: On 2 December 2025 the Secretary of State for Justice offered the Mayor of West
Yorkshire the following Victims Grant funding for 2025/26.

- a formal offer of grant funding by the Secretary of State for Justice to the West 
Yorkshire Combined Authority for the amount of £2,603,112.84 to commission local victim support services. This amount is committed to for the financial period from 1 April 2025 to 31 March 2026.

- a formal offer of grant funding by the Secretary of State for Justice to the West Yorkshire Combined Authority for the amount of £2,114,315.30 to commission local DA and SV victim support services. This amount is committed for the financial period from 1 April 2025 to 31 March 2026.

Approved decision: The Mayor accepts the Victims Grant Funding offer for 2025/26 from the Secretary of State for Justice as set out above.

Summary: This paper seeks approval to enter into a wayleave agreement with Virgin
Media for the Wakefield HQ site, Laburnum Road, Wakefield, WF1 3QS.

Title: Pension Forfeiture Policy Update

Summary: Approval is sought to agree a refreshed version of our Pension Forfeiture Procedure for the consideration of pension forfeiture from Police Officers and for pension forfeiture in
respect of a police staff member, under the Local Government Pension Scheme
Regulations 2013.

The refreshed procedure reflects refreshed Home Office Guidance (March 2024), the
Mayoral Combined Authority model, and internal WYCA frameworks.

Title: Bradford at Night Conference

Summary: Director of the Violence Reduction Partnership agrees to provide Bradford at Night with £1,500 towards a conference ‘Igniting the Night Time Economy’ in September 2024.

The Violence Reduction Partnership recognises that the night time economy (NTE) is a driver of serious violence. The conference will bring stakeholders together.

Approved Decision: Provision of £1,500 towards the cost of venue hire and refreshments for the Bradford at Night conference and in support of the Night Time Economy.

Title: WYFRS REAction programmes

Summary: The VRP is co-funding this project in a 50:50 along with Leeds City Council.

The VRP Needs Assessment identified Armley and New Wortley as areas showing an increasing trend in violent crime in the last year, including serious violence and violence against children. 

Approved decision: The Director of the Violence Reduction Partnership agrees to provide WYFRS with funding for the co-funded prevention programme in West Leeds.

Title: Mayor’s Safer Communities Fund Grant Round 6

Summary: The independent Mayor’s Safer Communities Fund Advisory Board met on
Thursday 7th August 2024 to consider applications to the Mayor’s Safer Communities Fund Grant Round 6.

This list reflects the outcome of the board discussion and was presented for the Mayor and Deputy Mayor’s consideration on Monday 12th August 2024. 

Approved decision: The Deputy Mayor considered the recommendations and agrees to fund 68 Projects totalling £581,541.23.

Title: Framework for the supply of IT Hardware, Networking & Security Equipment
and Commercial Off The Shelf Software (COTS)

Summary: The Framework for the supply of IT Hardware, Networking & Security Equipment and Commercial Off The Shelf Software (COTS)’ requires renewal because the previous framework expired in September 2023.
The framework allows for purchases of IT Hardware and off the shelf software by West Yorkshire Police and the authorities listed in the framework.

The framework has four lots:

  • Lot 1 - End User Devices, Peripherals and Associated ICT Ancillary items and Consumables
  • Lot 2 - Server and Storage Infrastructure and Associated Products & Services
  • Lot 3 - Networking and Security Equipment and Associated Products & Services
  • Lot 4 - Commercial Off the Shelf (COTS) Software.

Title: Serious Violence Duty Funding Allocations 2024/25

Summary: To allocate a funding proportion of labour costs for the continued consultancy support and remaining funding to be split equally five ways and allocated to Place.

Title: Microsoft Licence Renewal for West Yorkshire Police

Summary: The West Yorkshire Police (VVYP) Microsoft Enterprise contract requires renewal as the current agreement ends on the 30/6/24. However, the Contract, PO and Licence Agreements require completing no later than 12th June 2024, or WYP will be at risk of their licences expiring.
WYP lT estate requires Microsoft Licencing to maintain business continuity. This includes the use of Microsoft Licence Applications such as Word, Excel, Teams, outlook, as well as additional security measures and analytic toots used by WYP.
Microsoft licencing can only be purchased via a recognised reseller and cannot be purchased directly via Microsoft.

Title: Allocations of the Ministry of Justice (MoJ) Grant Funding in Relation to Local Commissioning of Victims’ Support Services 2024/25

Summary: To requests considerations are taken in relation to the additional IDVA/ISVA funding from the MoJ for 2024/24 and the re-allocation of internal staff salaries currently funded from the grant.

Approved decision: To approve internal staffing costs of £48,392 are re-allocated from the MoJ grant to the core Policing and Crime budget for 2024/25.

Title: Online Harms Evaluation

Summary: The VRP Knowledge Hub wish to extend the duration of the agreement for the online harms evaluation to run until the end of July 2024 (currently May 2024) in line with an extension to the programmes delivery.

Approved decision: Our recommendation is to approve the proposal for the West Yorkshire Violence Reduction Partnership to extend the evaluation of the online harms programme to the end of July 2024.

Title: Research Agreement with University of Leeds for “Assessing the organic destruction of criminally produced vegetation seized by the police”

Summary: This paper seeks WYCA’s approval of a Research Agreement with the University of Leeds to enable research into the organic destruction of criminally produced vegetation seized by the police, with the intention being for the research to commence mid-May 2024..

Summary: Authority to seal a Licence to Alter, which will permit works at NPAS’s premises at Birmingham Airport. The project has already been granted financial permission, and this decision is purely for the execution of the Licence to Alter to document the Landlord’s conditional consent to the carrying out of the works.

Title: Police Misconduct Independent Panel Member (IPM) Provision and Panel Member indemnity insurance

Summary: The Home Secretary agreed changes to the Police (Conduct) Regulations 2020, with planned implementation around April 2024 which generated a requirement to increase our number of Independent Panel Members who sit on police misconduct hearings.
In preparation, there is a need to align the terms and conditions for our current IPMs with those of our newly recruited IPMs.
Pending a legislative solution being agreed, we would intend to extend the indemnity insurance that we will provide for Legally Qualified Chairs (LQCs) and IPMs.

Title: Focussed Deterrence Car Delivery 2023-25

Summary: A focussed deterrence car intervention has been delivered since the VRP’s successful bid to the Home Office for additional funding in 2021/22 for the Teachable Moments –Focussed Deterrence Car Project and then because of continued funding from the VRP’s core grant during 2022/23. As part of the application for funding to the HO for 2023-24 and Decision Paper MPCC284 £250,000 was allocated within the Commissioned Interventions for this activity.

The below decisions now seek to increase the allocated funding available for this financial year for the whole programme to meet the required overall budget from Place and to then allocate this funding to partners at Place to deliver.

Summary: This decision paper is linked to the previously agreed MPCC284 – which considered and sought Executive agreement for the Home Office Application submission and included Delivery Plan.

Summary: At its core VIPER® is about supporting victims, witnesses, and suspects through the
efficient preparation and delivery of lawful and fair video identification parades. The existing contract with Subscriber forces for the provision of, and payment for, the VIPER® service expires on 31st March 2024. The new commercial contract with each of the 20 existing Subscriber forces will run for 7 years from 1st April 2024 to 31st March 2031.

Summary: As unexpected prolonged delays have occurred with the Home Office Emergency Services Network Programme, Police Digital Services (PDS) have established a national framework to enable Emergency Services to continue to purchase Tetra Devices and Ancillaries via a catalogue.
The framework was required as existing radios had been utilised beyond their estimated life and were starting to fail. The delays for the overall Emergency Services Mobile Communications Programme (ESMCP), led by the Home Office, necessitated additional investment in radios to enable Policing to continue unimpeded.
The attached call off contract is therefore submitted for signature in line with the Contract Standing Orders for West Yorkshire Police

Title: Pol-Ed National Contracts

Summary: The Pol-Ed team will now commence rolling out their product to other police forces within England and Wales. Other forces who sign up will pay a fee in exchange for schools within their area being able to access the resources and deliver the lessons for free. The forces will also be supplied with marketing materials from Pol-Ed to help get schools signed up, ongoing support from Pol-Ed throughout and reports on usage. A standard draft Contract will be issued to each force signing up to Pol-Ed on the following headline terms:  

  • The Contract is for a minimum of 1 year from the date of completion. It will then 
    continue until the force terminates it, which requires 3 months’ written notice. Pol-Ed 
    can terminate the Contract at any time on 3 months’ written notice.
  • The initial fees will be inserted into the Contract. Each year, Pol-Ed will give the 
    force notice of the revised changes for the upcoming year.
  • The force is not permitted to charge the schools within its policing area for the use 
    of Pol-Ed, nor can the force deliver the lessons themselves.
  • There are a number of restrictions within the Contract to protect Pol-Ed’s copyright. 

Approved decision: Consent to the Chief Constable entering into the proposed Contracts with other forces for the roll-out of Pol-Ed. We request that a single consent be used to enable each of these Contracts to be signed on behalf of the Chief Constable in due course.

Title: Online Harms Intervention Grant

Summary: The VRP have undertaken research to refine our understanding of what young people’s experiences of being online are in West Yorkshire, what impact this has on their mental health, and what opportunities there may be for education-based interventions to prevent, reduce and mitigate harm. Our latest research report noted that the VRP has positioned itself as a future leader in this field and now has a real opportunity to pilot new approaches that could be scaled nationally and beyond.

As such, we are sought to undertake an Expression of Interest (EOI) process to identify a provider(s) to deliver an effective online harms intervention in West Yorkshire, that adheres to the learning and principles that are raised within in our research. 

This was agreed in Decision Paper MPCC309, in which we also noted that a further decision paper would be prepared following conclusion of the process to award the funding to the successful provider(s).

We have now identified a provider and this decision paper is to award the accurate funding to the provider

Summary of decision: Online Harms Intervention Delivery

Summary: The VRP have undertaken research to refine our understanding of what young people’s experiences of being online are in West Yorkshire, what impact this has on their mental 
health, and what opportunities for education-based interventions there may be to prevent, 
reduce and mitigate harm.
Following on from this portfolio of research, our latest research report noted that the VRP has positioned itself as a future leader in this field and now has a real opportunity to pilot new approaches which could be scaled nationally and beyond. 
As such, we are now seeking to undertake an Expression of Interest Process to identify a provider(s) to deliver an effective online harms intervention in West Yorkshire, that adheres to the learning and principles raised within in our research.

Summary: Following NPAS's forced departure from Doncaster Sheffield Airport, and temporary accommodation at Leeds Bradford Airport, the new, more permanent, Leases for occupation of East Midlands Airport (EMA) are now ready for agreement.

The Leases of Hangar 145 (hangar for 4x aircraft parking and engineering as well as small office accommodation) and Building 33 (office accommodation which also provides access to airside) for a 5-year term, with a rolling 3-month break clause which is exercisable by either part after the first year.

Summary: The Mayor has previously verbally approved a settlement with the Landlord for the termination of NPAS’s Lease at Doncaster Sheffield Airport, at a level of £500k, as well as £3k plus VAT in legal costs, reimbursement of any rent and service charge paid in advance and a full release from dilapidations and other liability. This Deed of
Surrender documents that settlement on the terms described, and terminates the Lease, bringing this matter to a close.

Summary of decision: Violence Reduction Unit – 2023-24 Home Office Application

Summary: Following the three year funding settlement from the Home Office for the West Yorkshire Violence Reduction Unit 2022-25, the unit was required to submit an annual budget and application for consideration and agreement by the Home Office during February 2023 for the financial year 2023-24. 

The budget allocated is £4,388.080 which represents approximately a 25% decrease on last year.

This decision paper provides the latest version of the application to the Policing and Crime Executive for consideration and serves to obtain agreement to issue grants against those  delivery interventions as mentioned on the Commissioned Interventions sheet of Appendix A once official paperwork has been received from the Home Office.

Title: Policing Revenue and Capital Budget, Precept and Council Tax for 2023/24

Summary: The Mayor’s PCC precept proposal, to levy a Band D annual precept of £236.28 which is a £15 increase (6.78%) giving a police precept figure of £159.5m, was unanimously endorsed by the Police and Crime Panel on 3 February 2023.

The Mayor’s proposal will result in a total policing budget of £550.45m. This will allow continued investment in the future of policing and community safety in West Yorkshire and delivery of the Police and Crime Plan to meet the overall shared vision of ‘Safe, Just, Inclusive’.

The attached reports set out the detail on revenue and capital budgets, setting out £1.875m to support the Mayor’s police and crime team with the rest of the funding supporting the activities of West Yorkshire Police.

Title: Violence Reduction Unit – Consultancy Extension into 2023/24

Summary: The VRU seek approval to extend the existing consultancy contracts for the Serious Violence Duty and Sustainability and systems change work for three months into the 23/24 financial year.

Title: Violence Against Women and Girls – Pilot Interventions Calderdale

Summary: To allocate funding from the Violence Reduction Unit that will support suitably qualified and experienced organisations to develop and pilot suitable interventions which can be delivered against the VRU VAWG workstream. As the original EOI process did not attract any submissions for delivery in Calderdale, a previous paper was approved to follow a further EOI process specifically with that place with a total of £30,000 available. 
A transparent EOI process specifically for Calderdale was implemented and two acceptable submission were received totalling £26,420.

Approved decision: To agree to fund Edshift to deliver a VAWG pilot for Calderdale at a total value of £16,470.
To agree to fund Halifax Panthers to deliver a VAWG pilot for Calderdale at a total value 
of £9,950.

Title: Peer commissioning project in West Yorkshire by User Voice

Summary: To seek agreement for an extension to the work with User Voice enabling further development of good practice in commissioning Restorative Justice services in West Yorkshire. This proposed extension will allow for the peer commissioners to be involved in line with the service extension agreed under decision paper MPCC196.

Title: Kirklees Uplift

Summary: The West Yorkshire Violence Reduction Unit (VRU) has received £5.86m funding from the Home Office in 22/23 to continue this partnership response to serious violent crime, with indicative funding available of £4.38m for 2023/24 and £4.34m for 2024/25. There is also an expectation that we will secure match funding.

Due to significant events related to serious violence crime in Kirklees including the murder of a boy outside a school in September 2022, it was agreed in October 2022 to provide funding to ensure that the Local Authority and key local partners, as well as community organisations, have additional capacity and resilience to implement preventative programmes and interventions. This has included a targeted focus within those neighbourhoods most affected by relevant issues.

Approved decision:

  1. The Director of the Violence Reduction Unit agrees to award £73,000 to Kirklees
    Council for the Kirklees CSP for this ‘uplift’ funding.
  2. The Director of the Violence Reduction Unit agrees to award £50,00 to Third Sector

Title: Pol-Ed Research Agreement with Huddersfield University

Summary: The Pol-Ed programme is an innovative contribution by West Yorkshire Police (WYP) to PSHE teaching in schools within the region. Running in some form throughout the Covid pandemic, the programme has evolved over the previous two to three years, with a substantial roll out to 500+ schools in 2021. Pol-Ed is now sufficiently established that WYP are considering forming a permanent team, as well as exploring how the programme can further evolve and expand. To support this, discussions have been held with the University of Huddersfield Applied Criminology and Policing Centre (ACPC) regarding an evaluation of the programme. It has been proposed that this should take the form of an initial assessment of the reach and use of Pol-Ed within West Yorkshire schools, followed by a more detailed evaluation of Pol-Ed over the 2023/24 academic year. This proposal relates to the initial assessment, with a completion date of April 2023. The Pol-Ed team wish to establish a business case for continued roll-out of Pol-Ed, to 
establish a permanent team, and as proof of concept for scaling up and this research will 
form an important part of that business case.

Title: Extension of restrictions under Unreasonable Behaviour Policy

Summary: A review of the nature and frequency of contact with the Combined Authority since restrictions were last applied have revealed a continued pattern of contact about matters which have already been responded to as much as possible, vexatious requests under data subject rights and personal comments made about members of staff.

Title: Project Spotlight- Targeted Social Media

Summary: Violence Reduction Unit to contribute £5,000 funding to West Yorkshire Police Operation Jemlock in 2022/23 towards the social media delivery of Project Spotlight. 
This is a proactive, preventative initiative that utilises traditional methods of community style policing coupled with modern online tactics. 
Its goal is tackling priority issues including serious violent crime, knife crime and crimes against women and girls. It also works to disrupt those involved in the drugs trade, a  known driver of serious violence.

Title: NPAS Sensor Trial (BVLOS) Project

Summary: As part of activity in support of a Home Office task to investigate the feasibility of a future blended fleet, NPAS undertook an open tender procedure to acquire expert knowledge in the field of EO/IR (Electro-Optical / Infrared) sensor technology. 
The preferred bidder will coordinate:

  • Development of test criteria based on typical NPAS aircraft operations.
  • Test and trial process methodology
  • Trialling of agreed sensors

Performance reporting on technical achievement against trial criteria. 
The outputs will contribute to i) future selection (if required) of sensors for drones 
operating under Beyond Visual Line of Sight (BVLOS) conditions ii) documented 
assessment/comparison of drones used in current day-to-day operational policing.

Summary:

There is also an expectation that we will secure match funding. Part of the application submitted to the Home Office included proposals for campaigns, communications and engagement for 2022/23.

CATCH worked in partnership with West Yorkshire Police, West Yorkshire Fire & Rescue Service, Yorkshire Ambulance, Royal Navy, Royal Air Force and The British Army with support from the Leeds Learning Alliance Partners to co-produce a pilot programme for young people called Public Service Pathfinder. It aims to highlight what the public service do, the career opportunities available and support young people with a greater understanding on entry routes and how best to prepare. Funding has been requested for public service pathfinder badges for each young person taking part in the programme.

Through the Sports & Creative Arts programme, The Youth Association working in partnership with other organisations have worked with young people who have designed hoodies that they would like to get printed. Funding has been requested to cover the cost of the printing of the hoodies.

Title: Extension to Indemnity for Legally Qualified Chairs for Police Misconduct Hearings and Independent Members

Summary: The National Association of Legally Qualified Chairs (NALQC) has been seeking to persuade the Home Office to provide a legislative solution to remove the threat to panellists who conduct police misconduct hearings of being held personally liable for claims brought as a consequence of decisions made at such hearings.

Until a long term solution is provided, PCCs nationally have provided indemnity insurance for Legally Qualified Chairs (LQCs) and Independent Members. In West Yorkshire, the agreement is reviewed periodically and the current provision was due to be reviewed before 31 March 2024 (see decision record MPCC105 and MPCC192) in order to align with the agreements made by regional OPCC partners on the Joint LQC list for the North and East Region.

Approved Decision: The Mayor will continue to provide both LQCs and Independent Members appointed to hearings by the West Yorkshire Combined Authority with indemnity for all appointments to individual hearings made on or before 31 March 2024. However, in order to reflect the updated (Nov22) agreement reached by the NALQC, the Association of Police and Crime Chief Executives and the Association of Police and Crime Commissioners, when requested, the Mayor or her office will provide the following assurance to LQCs and Independent Members appointed to police misconduct hearings and appeals:

“In respect of the case of ....... which is to be held on ………. I (in my role as Police and Crime Commissioner or equivalent) agree to indemnify you as the Legally Qualified Chair (“LQC”)/Independent Panel Member (“IPM”) in respect of any liabilities arising (including reasonable costs as agreed with you in connection with responding to or engaging with any legal proceedings or matters arising from the discharge of your functions as an LQC/IPM) for anything done or omitted to be done by you in the discharge of those functions unless, having received representations or submissions by or on your behalf, you are proved in a court of law or other tribunal with appropriate jurisdiction to have acted in bad faith. Furthermore, in the event of your being held to have any liability for anything done or omitted to be done by another member of the Panel of which you are part, I agree to indemnify you in full in respect of any such liability.”

During 2021/22 the VRU worked in partnership with The Royal Armouries in Leeds to develop the ‘At the Sharp End’ portable display to raise awareness and promote the work of VRU and West Yorkshire Police’s Operation Jemlock.

Since creating the display, several things have become outdated including the VRU and Jemlock logo and the number of VRU’s. We would like to update these two panels this financial year with a view to reviewing the other text panels within the next financial year.

Summary: West Yorkshire Police currently occupy the premises at 153 Woodhouse Lane Leeds pursuant to a lease dated 31 May 2017 which expired on the 31 May 2022. The landlord is the University of Leeds. It is a peppercorn rent and on the fringe on the Leeds University Campus. Following expiry of the lease and whilst lease renewal discussions are ongoing the Landlord has requested we regularise the position by way of a Tenancy at Will (draft copy attached). Legal Services have reviewed and approved the draft Tenancy at Will. The terms of the Lease will remain the same as the lease dated 31 May 2017 albeit that it can be terminated by either party upon written notice.

Title: Chief Constable’s Contract

Summary: The Mayor is responsible for appointing the Chief Constable. Determinations made by the Secretary of State pursuant to Regulation 11 of the Police Regulations 2003, provide that the Mayor may extend the Chief Constable’s contract for a further term of a maximum of three years and for subsequent terms each of a maximum of one year. The Chief Constable was appointed on a five-year fixed-term contract on 19 July 2019. The Mayor has considered offering the Chief Constable an extension to contract of three years, to July 2027, in the interests of securing an efficient and effective police force. In doing this the Mayor has taken account of performance assessments, crime recording accuracy, diversity metrics and financial challenges facing the Force.

Title: Extension to Indemnity for Legally Qualified Chairs for Police Misconduct Hearings and Independent Members

Summary: The National Association of Legally Qualified Chairs (NALQC) has been seeking to persuade the Home Office to provide a legislative solution to remove the threat to panellists who conduct police misconduct hearings of being held personally liable for claims brought as a consequence of decisions made at such hearings. Until a long term solution is provided, PCCs nationally have provided indemnity insurance for Legally Qualified Chairs (LQCs) and Independent Members. In West Yorkshire, the agreement is reviewed periodically and the current provision was due to be reviewed before 31 March 2024 (see decision record MPCC105) in order to align with the agreements made by regional OPCC partners on the Joint LQC list for the North and East Region.

Approved Decision: The Mayor will continue to provide both LQCs and IMs appointed to hearings by the West Yorkshire Combined Authority with indemnity for all appointments to individual hearings made on or before 31 March 2024. However, in order to reflect the updated (Oct22) agreement reached by the NALQC and the APACE, when requested, the Mayor or her office will provide a detailed indemnity assurance statement to appointees.

Title: Community Safety Partnership Localities Funding – Bradford, Kirklees & Leeds

Summary: The West Yorkshire Violence Reduction Unit (VRU) has received £5.86m funding from the Home Office in 22/23 to continue this partnership response to serious violent crime, with indicative funding available of £4.38m for 2023/24 and £4.34m for 2024/25. There is also an expectation that we will secure match funding. Part of the application submitted to the Home Office included proposals for interventions for 2022/23. The approach to commissioning and delivering the interventions were developed with partners. As part of the Delivery Plan in our Home Office application a proportion of funding was made available to CSPs to commission locality-based interventions that support the local plan.

Title: Tackle It Variation

Summary: During June 2022, the Violence Reduction Unit (VRU) had Decision Paper MPCC087 agreed by Head of Policing and Crime to extend Tackle It through Quarter 1. Now based on the evaluation we are requesting an additional £19,840 is agreed to pilot an added through-the-gate element to the program as detailed in the proposal below:

To provide this holistic approach in conjunction with our existing partnerships with the Police, Prison service and wider partners. We aim to:

  • Deliver 6-week blocks of ‘Tackle It’ at HMP Wealstun.

  • Delivery will be six hours (3 hours per day x 2 days) a week.

  • Group size of identified candidates between 8–12 prisoners.

  • Provide additional support upon the perpetrators' release through linking with their probation officer, putting action plans in place with the perpetrator, attending probation meetings, mentoring support through weekly phone calls/meetings, attending other relevant meetings, signposting to local support networks, and hosting fortnightly support sessions at Headingley Stadium to reassess their action plan and address any issues (e.g., drugs, alcohol, employment), putting measures in place with local services.

  • Provide the identified wider support through signposting with the additional key worker role, working in partnership with Police, Prison service and wider partners to ensure a full support package is available for both perpetrator and victim.

We will be working with each identified school across the remaining four districts to commission a mentoring and support service to:
• Targeted support to the young people that have been identified and supported over the summer break through sports and creative arts provision. This will include engaging with identified professionals as well as families and carers to ensure that a whole family support plan is in place.
• Universal support to the wider school community through aspiration and awareness raising.

Summary: A decision paper has been provided to consider several proposals for the recruitment options available for a full-time coordinator of the National Anti-Slavery Network (NASN) and also coordination of the West Yorkshire Anti-Slavery Partnership (WYASP). Funding is available for the NASN post for 2022/23 from the Home Office funded Modern Slavery and Organised Immigration Crime Programme (MSOICP) led by the Devon and Cornwall PCC and Chief Constable. Further funding post-Apr 23 cannot be confirmed.

Summary: This proposal supports the implementation of organisational changes that will allow the Coronial service within West Yorkshire to provide an improved service to bereaved families.
Specifically, the TUPE transfer of West Yorkshire Police (WYP) Coroner’s Office staff (Eastern Area) into the employment of Wakefield Council.
This transfer will deliver service improvements and efficiency opportunities across the Coronial Service
function in West Yorkshire. This will result from the transfer of WYP staff to the Local Authority, co-location so that staff are working within the same building, and changes to the organisational management structure.
In order to facilitate this transfer of staff it will be necessary for West Yorkshire Police to cover salary costs and to contribute to the one-off costs that will be incurred as the team is physically relocated to the offices of Wakefield Council.

Title: Bobby Bear - Bears in Primary Schools

Summary: In 2018, Bobby, the police bear, was taken into Oyster Park Primary School, Castleford by the Early Intervention Team. The purpose was to build trust between the police and the youngest children in school (ages 5-7 years). Some children can find police uniform scary and seeing the bear in uniform helped to break this barrier and gain their confidence. 116 bears were required, one for each primary school in Wakefield to be distributed by PCSO’s who are linked to the primary school. A story is read to the children, "How are you feeling today Baby Bear" by Jane Evans, which encourages them to talk to a trusted adult, if something doesn’t feel right. The bears provide a great opportunity for engagement where some schools hadn’t previously been open to inputs from the Police, and for PCSO’s who were less familiar with the school setting to have a ‘reason’ to go into school with something to discuss and read with the children.

Approved Decision: That £5,000.55 of funding is approved for the purchase of additional bears so that every single primary school in West Yorkshire has one and for 115 ‘How are you feeling today baby bear?’ hardback books.

Title: Extension to Indemnity for Legally Qualified Chairs for Police Misconduct Hearings and Independent Members

Summary: The National Association of Legally Qualified Chairs (NALQC) has been seeking to persuade the Home Office to provide a legislative solution to remove the threat to panellists who conduct police misconduct hearings of being held personally liable for claims brought as a consequence of decisions made at such hearings. Until a long-term solution is provided, PCCs nationally have provided indemnity insurance for Legally Qualified Chairs (LQCs) and Independent Members. In West Yorkshire, the agreement is reviewed periodically and the current provision was due to be reviewed before 31 December 2021 (see decision record MPCC066). Agreement is sought to extend the indemnity to 31 March 2024 in order to align with the agreements made by regional OPCC partners on the Joint LQC list for the North and East Region.

Approved Decision: The Mayor will continue to provide both LQCs and IMs appointed to hearings by the West Yorkshire Combined Authority with indemnity for all appointments to individual hearings made on or before 31 December 2022 in line with the wording provided by the NALQC. The decision will be reviewed at 31 March 2024 and may be reviewed earlier in light of any legislative changes or other changes identified by the Home Office. When requested, the Mayor or her office will provide the following assurance to Legally Qualified Chairs and Independent Members appointed to police misconduct hearings and appeals:

“In respect of the case of ....... which is to be held on ………. I (in my role as Police and Crime Commissioner or equivalent) agree to indemnify you as the Legally Qualified Chair (or Independent Member) in respect of any liabilities arising (including reasonable costs in connection with responding to legal proceedings) for anything done or omitted to be done by you in the discharge of your functions unless, having received representations or submissions by or on your behalf, you are proved in a court of law or other tribunal with appropriate jurisdiction to have acted in bad faith. Summary: GigaCube by Vodafone has been identified by NPAS IT Technicians as an appropriate, relatively cheap and effective solution to the connectivity issues at NPAS Birmingham until the NPAS IT Network is installed. Although options for both 4G and 5G network coverage are available, it is considered that 4G will suffice for NPAS needs. Maximum annual cost is £1,700 but the cube can be turned off with 30 days notice. This is a short-term fix to provide improved internet connection.

Summary: THE HUNT FOR RAOUL MOAT is a three-part factual drama for ITV, based on true events which took place in 2010. The drama focuses on the innocent victims of Moat’s crimes along with the police officers and local journalist who sought to bring Moat to justice. The production has been commissioned by ITV and will be made by World Productions. Filming will take place in West Yorkshire and requires Operational Support. Approval is sought from the Mayor to permit filming at Wetherby Police Station and for operational support to be provided as SPS. There are currently no specific dates and times of filming.

Title: National Driver Offender Retraining Schemes (NDORS) Contract Ref: 1542-2017, Contract Extension

Summary: To agree a contract variation to extend the current National Driver Offender Retraining Scheme (NDORS) contract held by West Yorkshire Police by a period of 2 months to 31 July 2022 to match the end dates of the contracts held by the Forces in South Yorkshire
and North Yorkshire.

The value of the 2-month contract extension is estimated at £1,291,782.00. The schemeis self-funding and does not represent a cost to West Yorkshire Police.

The next, regional, contract will commence on 1st August 2022 for all three Forces.

Title: Community Safety Partnership (CSP) – Additional Resource to Deliver Against the Serious Violence Duty

Summary: During early 2019 the Government undertook consultation on a proposal Public Health Duty for tackling serious violence, with the subsequent response published during July of the same year. This intention was confirmed as part of the Queen’s Speech on 19 December 2019 outlining this duty would be brought forward for public sector bodies to address serious violence as part of the Police, Crime, Sentencing and Courts Bill. The VRU would like to provide each CSP £10,000 of additional resource to help support preparation work and build on the findings of the consultant in order to deliver against the Serious Violence Duty.

Approved Decision: That the Strategic Director / Head of Policing & Crime approves funding from the Violence Reduction Unit of £10,000 for each of the 5 Community Safety Partnerships (total £50,000) for additional resource to deliver against the findings from the recent consultancy support to deliver against the new Serious Violence Duty as part of the imminent Police, Crime, Sentencing and Courts Bill.

Title: Lease-break at Ploughland House

Summary: To break the current lease for Ploughland House, Wakefield which accommodates the Combined Authority’s Policing and Crime function with effect from 1 September 2022 by activating the lease-break provision within the lease contract. In order to exercise the break clause, at least six months formal notice must be given to the landlord expiring on 1st September 2021 and vacant possession given upon expiry of the notice with settlement of dilapidations. Information risks identified as part of the DPIA will need to be addressed in the project plan to vacate the premises.

Title: Section 22 Collaboration Agreement - National Police Co-ordination
Centre (NPoCC)

Summary: The Section 22 Collaboration Agreement between police forces, local policing bodies and the National Police Coordination Centre has been amended to reflect revised governance

Title: Violence Reduction Unit – Education Inclusion Work Stream – Part 2

Summary: Funding of 6 of the feeder Primary Schools to Outwood Hemsworth Academy to carry out activities and interventions to support school engagement and enjoyment and to aid transition into secondary school, focussing specifically on children at risk of exclusion or with lower than national average attendance. Funding an identified Primary School within Wakefield to cover provision of the Therapy Husky Dog. This school will be involved in the evaluation report due to their long-term engagement with The Therapy Husky dog. Grant agreements will be put in place with provision for repayment of any unspent monies.

Approved Decision: The Mayor’s office supports the intention to allocate the remaining Education Inclusion budget to support 6 identified feeder Primary Schools associated with Outwood Hemsworth Academy the pilot site for primary intervention, for the period January – end of March 2022. As well as to expand therapy dog provision at Snapethorpe Primary School within Wakefield to assist the Research and Insight work being undertaken.

Title: Coproduction Kirklees – Funded Projects

Title: Trauma Informed Education – Research and Insight

Summary: In partnership with the West Yorkshire Health Care Partnership, the VRU is seeking approval to commission a research partner to undertake a research and insight project looking at trauma informed education. 

The proposed research will:

Part A: Collate and review the insights and learning from the VRU commissioned Education pilot in Wakefield

  • Contributing to the existing evidence base on developing alternative ways of supporting YP in school
  • Providing evidence and insight as to whether these alternative ways and the learning from our pilot is a transferable programme
  • Consider early impact and outcomes from the pilot 

Part B: Commission a WY System insight and scoping trauma informed education project to identify the:

  • Map existing provision across education in West Yorkshire to understand the conditions and prerequisites, barriers, and detractors to deliver the WY trauma informed education workstream
  • Evidence and Insight from existing good practice across WY, Nationally and Internationally
  • Provide intelligence to support the delivery of trauma informed education across WY.

Approved decision: The Mayor’s Office supports the proposal for the West Yorkshire VRU to provide £20,000 funding to be transferred to West Yorkshire Health and Care Partnership’s Improving Population Health Programme to commission a research partner for trauma informed education as they currently manage the West Yorkshire Adversity, Trauma and Resilience programme.

Title: Extension to Indemnity for Legally Qualified Chairs for Police Misconduct Hearings and Independent Members

Summary: The National Association of Legally Qualified Chairs (NALQC) has been seeking to persuade the Home Office to provide a legislative solution to remove the threat to panellists who conduct police misconduct hearings of being held personally liable for claims brought as a consequence of decisions made at such hearings. Until a long term solution is provided, PCCs nationally have provided indemnity insurance for Legally Qualified Chairs (LQCs) and Independent Members. In West Yorkshire, the agreement is reviewed periodically and the current provision is due to be reviewed before 31 December 2021. 

Approved decision: The Mayor will continue to provide both LQCs and IMs appointed to hearings by the West Yorkshire Combined Authority with indemnity for all appointments to individual hearings made on or before 31 December 2022 in line with the wording provided by the NALQC. The decision will be reviewed after 12 months and may be reviewed earlier in light of any legislative changes or other changes identified by the Home Office. When requested, the Mayor or her office will provide the following assurance to Legally Qualified Chairs and Independent Members appointed to police misconduct hearings and appeals: “In respect of the case of ....... which is to be held on ………. I (in my role as Police and Crime Commissioner or equivalent) agree to indemnify you as the Legally Qualified Chair (or Independent Member) in respect of any liabilities arising (including reasonable costs in connection with responding to legal proceedings) for anything done or omitted to be done by you in the discharge of your functions unless, having received representations or submissions by or on your behalf, you are proved in a court of law or other tribunal with appropriate jurisdiction to have acted in bad faith. Furthermore, in the event of your being held to have any liability for anything done or omitted to be done by another member of the Panel of which you are part, I agree to indemnify you in full in respect of any such liability. The Mayor can also provide an assurance of her Office’s continuing ability to meet any liability under the indemnities if called upon to do so.”

Title: Transparency Regulations – Complaints Data

Summary: The Elected Local Policing Bodies (Specified Information) (Amendment) Order 2021 requires Police and Crime Commissioners to publish the most recent Independent Office for Police Conduct (IOPC) quarterly complaints data for their force and the IOPC annual statistics report, alongside a narrative setting out how the PCC is  holding the chief officer to account, and the Police and Crime Commissioner’s (PCC) assessment of their own performance in carrying out their other complaints handling functions. The Order requires that the IOPC data and report are to be published on the PCC’s website within one month of their publication by the IOPC, and the narrative and assessment are to be published annually, within one month of the date of publication of the IOPC’s annual statistics report. The IOPC annual report will be published on its website on 16 November 2021. This decision paper presents the proposed narrative report, which is structured around the detailed recommended content within the Order.

Title: Coproduction Kirklees Project

Summary: Following a successful learning event to identify best practice from a co-production pilot in Leeds that enabled community members and organisations to directly inform a number of newly commissioned activities designed to engage young people and reduce their likelihood of becoming involved in crime, the Violence Reduction Unit (VRU) would like to facilitate a similar project in Kirklees District. Taking into account the Community Safety Partnership (CSP) localities funding formula (as per the Home Office VRU formula), Kirklees was second after Leeds in relation to the amount of hospital admissions as a result of violence over the last 3 years. After internal discussions with the VRU Delivery Team, Kirklees was assessed as an area that would benefit from this type of approach. However, the intention is that this co-production work will eventually reach each of the 5 districts (future VRU funding dependent). 

Approved decision: That the Mayor approves the cost of £25,200 from the Violence Reduction Unit’s Home Office funding for 2021/22.

Summary: The Home Office are keen to see VRUs maximising opportunities for sharing relevant data between partners to improve the local understanding of violence and the risk and protective factors which can lead to violence and or exploitation. Funding was set aside by the VRU to develop our data sharing arrangements across the  partnership, with education data highlighted by the VRU Knowledge Hub as an influential source to enhance not only our understanding of violence and its drivers and inform  decision making, but also that of partner agencies.

Approved decision: That the Deputy Mayor for Police and Crime approves funding of up to £65,000 for the Violence Reduction Unit to enter into a contract with Crest to deliver this work with us. This would amount to £25,000 this financial year and up to £40,000 the following year (phase 2 £25,000, phase 3 £15,000).

Title: Submission of bid to Home Office’s Safer Street Fund Two FY21/22

Summary: The West Yorkshire Police and Crime Commissioner submitted a bid to tackle vehicle crime along the M62 corridor in March 2021. The bid focuses on the districts of Kirklees, Calderdale and Wakefield, introducing CCTV, improved street lighting, ANPR cameras and bespoke crime prevention campaigns, to target harden and reduce vehicle crime in higher crime rate areas.

Approved decision: That the Deputy Mayor Policing and Crime supports the submission and delivery of the SSF2 bid and agrees to grant delivery partners allocated monies of £306,317 to achieve the deliverables by March 2022.

Summary of decision: Serious Violence Fund – West Yorkshire Adversity, Trauma and Resilience Programme

Summary: In collaboration with partners from all sectors the WY VRU Violence Reduction Unit and the West Yorkshire Health and Care Partnership share a common commitment to prevent harm and improve the wellbeing of our population, with a particular concern for those who are most vulnerable and face increasing adversity. 

Proposal: Develop and implement with the Health and Care Partnership the following:

Part A: West Yorkshire Adversity Trauma and Resilience (WYATR) Training Collaborative The ATR Training Collaborative will ensure a workforce that is therapeutic, skilled, confident, trauma informed and responsive, where every interaction matters. staff will be trained to ask in a routine or targeted way about adverse and traumatic experiences as part of an appropriate assessment process. The Collaborative will develop and coproduce training at different levels, with organisations and  people with lived experience. Training will focus on the prevalence and pervasive impact of different types of trauma and multiple disadvantage, including but not limited to; cyber trauma, impact of C-19, racism, hate crime, physical and emotional abuse, neglect, witnessing domestic abuse, rough sleeping, alcohol and substance use. 

Part B: Adversity Trauma and Resilience Navigators addressing Violence reduction/reducing vulnerability caused by adversity, trauma, and multiple deprivation in A&E and Primary Care WYHCP and WYVRU plan to implement Adversity Trauma and Resilience Multi-Disciplinary teams (ATR MDTs) in A&E and Primary Care Networks to identify and address causes of vulnerability though connections between health, local authority and partners, to embed early intervention and prevention. 

Approved decision: The Mayor approves the proposal for the West Yorkshire VRU to provide £200,000 funding to be transferred to West Yorkshire Health and Care Partnership’s Improving Population Health Programme. £100,000 for the development and delivery of the WY Adversity Trauma and Resilience Training Collaborative and £100,000 match funding for the WY Adversity Trauma and Resilience Navigators in A&E and Primary Care.

Title: Coproduction Pilot Videography

Summary: As part of the engagement plan for the VRU, a community coproduction model was piloted in Leeds district. Based on Knowledge Hub data of hotspot areas of knife crime, 4 organisations were granted funding of up to £6,000.00 each to run interventions for young people. Evaluations for each were due on the 17th September which will inform a partner event (21st October) to identify and share best practice and learning for a future coproduction project in another district. Jessica Jennings (PDM for Leeds) and Celeste Armitage (PDM Engagement) had regular meetings with the projects and visited each one to meet with beneficiaries and found out more about their work. A videographer was organised for each visit to ensure we captured the projects in action. These videos will be used to promote the work of the VRU, by the organisations and to showcase activities to delegates at the event. Due to availability of internal resources, against session deadlines that were not flexible, videography was sought and organised between WYCA, WYP and via an external provider. 

Total cost is £778.21 for 5 full videos and 2 social media videos.

Summary: The VRU Knowledge Hub is seeking approval to commission a research 
partner to undertake a project exploring the links between drugs, alcohol and serious 
violence. The proposed research will advance our understanding of this increasingly important vector of violence, building on existing research base though with a primary focus on youth community engagement and co-production. In addition to providing insights and recommendation for action, this research will utilise the voices of diverse young people in our community to inform the development of a co-produced response to the influence of drugs and alcohol towards violence.

Approved decision: Permit the Knowledge Hub to publish the research tender in open forum and select a research partner through a transparent anonymous scoring panel.

Summary: Funding of £100,000 was provided to continue the A&E Navigator service in Leeds for 6 months from the beginning of 2021/22. Work has been ongoing between the VRU and hospital staff and delivery against this initial funding has now been secured until end of December 2021 (9 months). This decision now asks for the Mayor to agree additional funding to extend the provision through to the end of this financial year

Title: VRU Consultancy Support

Summary: As part of the Home Office requirements of the VRU in line with the provision of our 2020/21 funding, the VRU are to complete a number of mandatory products including a Response Strategy and Annual report. Further to this, in order to secure onward funding should it be available, the VRU will have to complete substantial bid documentation. In conjunction with each of these, there is a need to ensure that processes for partners to inform these products are robust. In preparation for and aiding the completion of these products, this decision seeks to procure additional capacity and capability through consultancy services to work alongside the VRU.

Title: West Yorkshire Financial Exploitation and Abuse Team – Three-month grant extension 01 Oct 2021 to 31 Dec 2021, with a provisional further three-month extension to 31st March 2022, subject to mainstreaming conditions.

Summary: The purpose of this paper is to request an extension to the WYFEAT grant until 31st December 2021, with the provision of a further three-month extension to 31st March 2022, to continue to tackle the growing threat of fraud and cyber-crime targeting vulnerable people. This grant will be made in two stages, firstly from 1st October 2021 to 31st December 2021, which will facilitate mainstreaming options being investigated.

If mainstreaming is agreed, a grant extension from 1st January 2022 to 31st March 2022 will be offered to facilitate mainstreaming implementation without a loss of service capacity.

Summary of decision: CSP/Serious Violence Duty Consultancy Support

Summary: During early 2019 the Government undertook consultation on a proposal Public Health Duty for tackling serious violence, with the subsequent response published during July of the same year. As part of the Police, Crime, Sentencing and Courts Bill that is currently progressing though the House of Lords, this duty will introduce a requirement for local partnerships to establish their local problem profile and produce a local strategy specifically aimed at preventing and reducing serious violence. In preparation of the duty, this decision seeks to procure additional capacity and capability through consultancy services, to support local partners to meet these requirements alongside the Mayor, VRU and Policing and Crime Team.

Title: Violence Reduction Unit – Street Games 2021-22

Summary: In November 2020, the West Yorkshire VRU Knowledge Hub produced and circulated a Youth Engagement Survey to schools across West Yorkshire. Of the 1073 participants canvassed by the survey, the majority of young people (43%) cited sports as something they would be interested in doing once COVID restrictions are lifted.

The VRU funded Street Games to deliver an interactive Map of local sport and physical activity providers and 2x half day knowledge transfer sessions to build understanding of insight, evidence, and approach at the end of 2020-21 funding. The WYVRU would like to continue to fund Street Games during 2021-22 to embed and better connect the VRU with the sport and physical activity sector and to evaluate the impact that sport and physical activity can play in violence reduction and promoting desistance. 

Approved decision: That the Mayor approves funding of £17,570 for Street Games to deliver their project work with the WYVRU until the 31st March 2022.

Summary: The VRU would like to fund the five district based Third Sector Networks for a further 6 months, October - March 2021, to deliver against the following key VRU specific objectives/outcomes: 

  • Raise the profile of the VRU and the aim of reducing serious violent crime across the third sector
  • Support engagement, communications, and delivery of VRU aims and objectives. Including supporting VRU conferences and other organised consultations or events
  • Act as a conduit to support better working relationship between the VRU and the third sector – sharing good practice with the VRU and other district networks and highlighting any gaps
  • Where requested engage with both VRU funded and none funded organisations who fit with VRU aims and objectives to provide support with sustainability – finding alternative funding, sharing resources, contacts and training for example
  • Promote diversity and inclusion ensuring all voices are heard and represented
  • Promote collaboration across the third sector
  • Support the alignment of district-based needs assessments and the Police and Crime plan

In addition to the objectives/outcomes above we have consulted with each network to understand any gaps in their capacity/resource that link to the work of the VRU that could be overcome by this additional funding. As a result of their responses and in agreement with each network we would like to take this opportunity to add at least one of each Network’s asks on to the list of objectives/outcomes. 

Funding has been identified from the 2021/22 VRU’s £3.37 million Home Office grant for the third sector networks.

Workers sitting within CL will work with & across the service, alongside the Police, to identify vulnerable young people in the community at risk of/already committing crime, their peers, family members & victims in order to help reduce the escalation of risk, build on police relationships with local communities & close the loop between the A&E Navigator Service & single referral route into specialist support offered through CL at present so more work can be achieved directly in the community. 

Using learning and evidence from the ‘IDVA Car’ delivery model, this programme will deploy a Focused Deterrence car carrying Experienced Youth Workers/Support Workers with Lived Experience and a WYP non-uniformed officer at the ‘teachable moment’ following an incident and immediately after Grip/Response officer’s arrival or aligned to planned deployment operations/engagement in Hot Spot locations.

We are requesting that the Mayor accepts funding of £485,279.63 from the Home Office and approves delivery of the West Yorkshire Focussed Deterrence Car (Teachable Moment) Bid during 2021/22.

Title: Violence Reduction Unit – Delivery for 2021/22 – CSP Locality Delivery

Summary: In March 2021, the Home Office provided £3.37m to sustain the work of the Violence Reduction Unit (VRU) for another 12 months. It is intended that this will fund the VRU to work with all relevant agencies to support a multi-agency, public health, long-term approach to preventing and tackling serious violence. Part of the application submitted to the Home Office included proposals for interventions for 2021/22. The approach to commissioning and delivering the interventions were developed with partners. Proposals included a proportion of funding being made available to CSPs to commission locality based early interventions that support the local plan. A total of £443,893 was made available to for this (as outlined in the Home Office Delivery Plan). The £443,893 has been allocated to the five CSP areas using the same formula as last year.

Title: Violence Reduction Unit – Criminal Justice work stream – HMYOI Wetherby

Summary: As part of the VRU’s Response Strategy, the Criminal Justice work stream remains from the previous year. The impact of the interventions commissioned within this work stream is to achieve a reduction in first time offenders, reoffending and weapon related crime, particularly amongst those victims aged under 25. After successfully working in partnership with HMYOI Wetherby in the second year of the VRU and using information from the Needs Assessment refresh, we agreed to go out to an EOI from experienced providers to work within this custodial setting. A total of £40,000 was made available, committed until 31st March 2022, to specifically look at addressing violence in a custodial environment. This included those whose offence is for serious violence and reduce reoffending on release. The successful provider identified is St Giles Trust. They will recruit a Facilitator/Mentor with lived experience of the criminal justice system, custody and youth violence. They will be embedded within HMYOI Wetherby and deliver:

• Four 15-week programmes 
• Mentoring sessions 
• Training and guidance for Prison staff

Title: Notice to withdraw as the lead local policing body for the National Police Air Service
(NPAS) (NB but to remain as a policing body under the agreement)

Summary: As was envisioned at the outset of establishing NPAS under a West Yorkshire lead force model on behalf of policing in England & Wales, it is now the right time to look for a different way of operating the service. Although NPAS is unique and has been well run and managed over many years during difficult times in delivering a truly borderless service, it has become a much bigger task, often diverting time away from many other important demands locally and regionally, which is now unsustainable. There is already an emerging consensus among PCCs for a new delivery model to be established and the NPCC has also made it clear that they think the lead force model is sub-optimal. To propel the development of a new delivery model, the 12 months’ notice required under the agreement needs to be given. However, West Yorkshire Police will continue to deliver the services to the same high standards and the Mayor will continue to be the lead local policing body with West Yorkshire Combined Authority owning the assets until the transition to the new delivery model is complete. In the event that a replacement Lead Local Policing Body is appointed, the Mayor will remain a policing body under the agreement and will continue to receive NPAS services.
