Commissioning

To achieve the priorities and outcomes in the Police and Crime Plan, we commission a number of different providers to help with the delivery of services, which will benefit the communities of West Yorkshire, reduce crime and help victims to cope and recover from the harm they have suffered.

What is commissioning?

Commissioning is the way we plan, buy, deliver and evaluate services for the communities of West Yorkshire. Commissioning includes;

  • Commissioning new services.
  • Re-commissioning a successful service.
  • Varying a commissioned service to respond to changing need or resources or legislation.
  • Decommissioning a service that is no longer required or where the provider has failed to comply with requirements.

    Our 2022-2024 commissioning strategy sets out the Mayor’s vision to commission safe, just, and inclusive community-based services and activities. It highlights our commitment to supporting our region’s Third Sector, to ensuring value for money, and to providing the highest quality services for our communities and those impacted by crime.

Our Commissioning Principles

The following principles will be applied to the commissioning process within West Yorkshire. The principles set out how we will manage our process either as a single commissioner of goods and services, or in any collaborative or joint arrangements with partners.

Our approach and principles are underpinned by the governance and monitoring arrangements in place for commissioning.

  • We will seek opportunities to co-commission services both locally and regionally and actively create opportunities for providers to work and deliver services in collaboration.
  • Our commissioning will support local West Yorkshire sustainability, regeneration, and champion social value.
  • Commissioning will deliver value for money and where possible and appropriate we will use multi-year grants and contracts to achieve this.
  • We will hold our providers to account through monitoring their performance and seeking feedback from people using services, communities, partners and providers.
  • Our providers will engage with the principles of the Fair Work Charter encouraging good pay, fair and flexible working conditions, and promoting diversity and social mobility within the workforce.
  • All our commissioning will support the delivery of the Mayor’s Police and Crime Plan outcomes and will be clear and measurable.
  • Outcomes for people living, working and visiting West Yorkshire will be at the heart of our commissioning strategy.
  • Our commissioning approach will be community focused with an ambition for co-design with people who have lived experience.
  • The Mayor’s commitment to equality, diversity and inclusion will be evidenced in our commissioning process and will be an expectation of all our commissioned services.
  • Our commissioning of services will recognise the contribution of West Yorkshire’s vibrant Third Sector and their ability to work with all our communities.
  • Our commissioning will be transparent, fair and evidence-based to deliver improved outcomes for our communities to build a safe, just, inclusive West Yorkshire. We will embrace bold and innovative ways of working with our partners and providers.

Our Commissioning and De-commissioning Process

In order to be fair, transparent and consistent, all commissioning and grant funding activity will follow our agreed Commissioning or De-commissioning processes. This will ensure that that any investment is in line with the Police and Crime Plan and needs analysis, and is aligned to strategic commissioning intentions.

Guidance - Victim services commissioning guidance

This guidance has been developed jointly by the Ministry of Justice (MoJ) and the Association of Police and Crime Commissioners (APCC). The guidance is aimed at commissioners of victim-specific support services such as Police and Crime Commissioners, Police, Fire and Crime Commissioners and Mayoral Authorities (from here on, all are referred to collectively as ‘PCCs’). Local Authorities (LAs) and Integrated Care Boards (ICBs) are encouraged to take account of this guidance where they commission support for victims, for example supporting victims within safe accommodation, and Sexual Assault Referral Centres (SARCs).

Subsidy Control and grant applications 

Please note, the West Yorkshire Combined Authority is subject to the Subsidy Control Act 2022.
Applicants will be asked about Subsidy Control in their grant application and we may ask applicants to demonstrate that they have taken independent legal advice on what Subsidy Control is, how it impacts their project, and to understand their own obligations and compliance with Subsidy Control.

Future Funding of Victims’ Services Evidence Gathering Exercise Summary Report and Recommendations by the Association of Police and Crime Commissioners (APCC)
The APCC Victims’ Portfolio conducted a joint evidence gathering exercise with the MoJ to support the development of the next Spending Review. West Yorkshire Combined Authority's Policing and Crime team gave evidence including information and evidence shared with us by our funded providers.

Equality Impact Assessment Toolkit for Policing and Crime funded providers, services, and projects

Our first Equality Impact Assessment (EqIA) Funded providers toolkit has been designed to provide information that supports the completion of the Equality Impact Assessment for the services commissioned and funded by West Yorkshire Combined Authority (CA) on behalf of the Mayor to support the delivery of the Mayors Police and Crime Plan.

Victim Advocacy in the Criminal Justice System

 The 'Going above and beyond: Mapping the provision and impact of Victim Advocacy in the Criminal Justice System' report aims to:

  • Map the current provision of victim advocates in England and Wales;
  • Identify examples of where victim advocacy is working well and the benefits it provides to victims; and
  • Identify gaps in victim advocacy provision and steps that can be taken to improve standards and consistency.
ATR Academy Website and Digital Hub

The West Yorkshire Violence Reduction Unit and the West Yorkshire Health and Care Partnership new website holds all of the resources from the start of the joint trauma informed journey. This work aims for a common commitment, with all partners across the system to prevent harm and improve the wellbeing of our population.

Safety of Men and Boys Scoping Report

The Mayor of West Yorkshire commissioned an independent scoping report on the safety of men and boys following discussions with partners and through close working with male victim support services funded by the Mayor across West Yorkshire.

The Mayor’s Safety of Womens and Girls Strategy and the considerable work already underway to support victims across West Yorkshire includes how best to address the often-complex vulnerabilities and safety of men and boys, building on existing provision alongside research, interventions and learning.

LimeCulture, commissioned by the Mayor, directly engaged with 40 key stakeholders, undertook a desk-based review of national and local strategies, literature, research and practice to identify key concerns, risks and protective factors relating to the safety of men and boys across West Yorkshire.

The Mayor’s Police and Crime Plan 2022 -2024 sets out her vision for a safe, just and inclusive West Yorkshire as part of a vibrant and diverse region. It is home to many different communities within the towns, cities, and villages of our districts. Supporting victims, survivors, witnesses, and those harmed by crime is at the heart of Mayor’s Police and Crime Plan.

The scoping report on the safety of men and boys supports the work to embed a trauma-informed approach across systems to ensure services are sensitive, empathetic and understand the impact of lived experiences. The Police, Mayor and partners focus on keeping people safe from (and preventing), harmful behaviour, exploitation, and abuse and to support people in building the resilience to overcome and survive criminal behaviours.

Bringing a whole person approach to the different strands of vulnerability and innovative approaches to working across community safety and wider partners supports people to access support in new ways.

The report findings will influence a change in commissioning across the system. Support local and regional approaches to future commissioning of appropriate, effective, and integrated multiple-needs services.

This report will be shared with our partners and decision makers and influencers, Boards and Groups for victims and the criminal justice system for review and comment. This will form part of our work to progress the findings of this report with partners.

The National Analysis of Police-Recorded Child Sexual Abuse and Exploitation Crimes Report

The report is the first analysis of all police recorded Child Sexual Abuse & Exploitation (CSAE), which includes sexual assault and rape. It was undertaken by the Vulnerability Knowledge and Practice Programme (VKPP) and the data was collated from 42 forces in 2022.

Trauma-informed victim data collection guidance

The Ministry of Justice has developed trauma-informed data guidance. This guidance will support OPCCs and commissioned services to collect victims’ data as part of regular grant reporting requirements. The guidance introduces the key principles that outline how data can be collected in a trauma-informed way and sets out practical examples of how these can be embedded in services’ interactions with victims.
